Dr. Rabindra Abeyasinghe
WHO Representave to Malaysia, Brunei Darussalam and Singapore
Dr. Rabindra Abeyasinghe is the WHO Representative and Head of the WHO Country Office to Malaysia, Brunei Darussalam, and Singapore, based in Kuala Lumpur since 2022.

With over three decades of experience, he is known for his expertise in public health, building partnerships with governments, UN agencies, and development partners to improve public health outcomes. Dr. Rabi Abeyasinghe has contributed to national, regional, and global strategies for disease control and has represented WHO in high-level negotiations and intergovernmental forums. Most recently, Dr. Rabi was a member of the Action for Results Group convened by the Director-General of WHO to support country-focused transformation of WHO from 2023 to 2025.
He has earlier served as the WHO Representative to the Philippines and has held leadership roles as Director a.i. for Health Security and Emergencies in WPRO, including spearheading the regional response to COVID-19, and as Director a.i. for Communicable Disease Control in WPRO. He was Coordinator and Team Lead for Malaria, other vector-borne diseases, and Neglected Tropical Diseases Control in WPRO. Dr. Rabi’s work has spanned both strategic policy development and frontline coordination during health emergencies, contributing to WHO’s mission of improving health outcomes in several countries.
Dr. Rabi Abeyasinghe is a board-certified medical specialist (MD, Community Medicine) from the University of Colombo, Sri Lanka. Additionally, he holds an M.Sc. in Biology and Control of Disease Vectors from the London School of Hygiene & Tropical Medicine, and a Diploma in Tropical Medicine & Hygiene from the Royal College of Physicians, London.
He is a Fellow of the College of Community Physicians of Sri Lanka and a past President of the College of Community Physicians of Sri Lanka. He was a Senior Fellow of the Postgraduate Institute of Medicine, University of Colombo, Sri Lanka, and Advisory Board Chair of the Asia Pacific Malaria Elimination Network.

Datuk Dr. Nor Fariza Ngah is the Deputy Director-General of Health (Research and Technical Support) at the Ministry of Health Malaysia. A distinguished ophthalmologist specialising in medical retina and uveitis, she has led numerous key roles, including as National Head of Ophthalmology Service and President of the College of Ophthalmologists, AMMalaysia.
Datuk Dr. Nor Fariza Ngah is the Deputy Director-General of Health (Research and Technical Support) at the Ministry of Health Malaysia. A distinguished ophthalmologist specialising in medical retina and uveitis, she has led numerous key roles, including as National Head of Ophthalmology Service and President of the College of Ophthalmologists, AMMalaysia. Dr. Fariza has significantly advanced ophthalmic care in Malaysia, pioneering retinal services and diabetic retinopathy screening programs. She has been at the forefront of integrating AI technology into ophthalmic diagnostics and is an advocate for digital health innovation. Her extensive work includes contributions to national and international research, policy development, and genomic studies. Recognised for her leadership and dedication, she has received prestigious awards, including the Distinguished Service Award from APAO and the Mohd Noor Marahakim Award. Dr. Fariza continues to make impactful contributions to healthcare and medical innovation.

Prof. Tari Turner

Professor Tari Turner is Director of the Australian Living Evidence Collaboration, leading development of living guidelines, and a Professor (Research) at Cochrane Australia.
Professor Tari Turner is Director of the Australian Living Evidence Collaboration, leading development of living guidelines, and a Professor (Research) at Cochrane Australia.
Prof Turner leads research developing and evaluating innovative methods for evidence synthesis, including living systematic reviews and living guidelines & novel methods for assessment of pre-clinical evidence in vaccine development; and translating synthesised evidence into improved healthcare practice and policy.
Tari’s passion is supporting evidence-based decision-making to ensure the best possible outcomes, particularly for women and children in low resource settings. She enjoys designing, finding, synthesising and communicating research, and she loves seeing research actually make a difference.
Tari is an Editor of the Cochrane Library and Cochrane Evidence Synthesis and Methods, and was previously Co-Editor in Chief of Health Research Policy and Systems, a BMC journal published in collaboration with the World Health Organization (WHO). She is also a member of the European CDC Methodological Advisory Group, and Chair of the Scientific and Technical Advisory Group to the WHO Department of Sexual and Reproductive Health and Research; an Honorary Principal Research Fellow at the Burnet Institute; a Senior Research Fellow at 3ie and Chair of the Australian Red Cross Lifeblood Ethics Committee.
During the pandemic period, Tari led the Australian National Clinical Evidence Taskforce which developed ultra-rapid living guidelines for care of people with COVID-19 that were updated more than 130 times.
Tari’s previous work at Cochrane has included the SEA-URCHIN Project, which investigated whether implementation of research evidence can improve prevention and treatment of neonatal infection in hospitals in South East Asia; Project Transform developing innovative methods for production of Cochrane reviews; and CIPHER, a project that explored how to support and measure use of research by policymakers. Tari previously worked at World Vision Australia where she was Senior Health Advisor.
Tari holds a Doctor of Philosophy from Monash University, a Master of Business from Swinburne University, a Post Graduate Certificate in Biostatistics from the University of Melbourne and a Bachelor of Biomedical Science from Monash University.

Mr Mohamad Fuad Mohamad Anuar is a Senior Researcher at National Institute of Health (NIH) Malaysia, Ministry of Health Malaysia and an expert in epidemiology, oral health, men’s health, and burden of diseases. He earned his Master in Biosciences from International Islamic University Malaysia (UIA) as well as CRVS Fellowship from University of Melbourne and Post Graduate Executive Certificate in Statistics and Data Analysis from Azman Hashim International Business School, Universiti Teknologi Malaysia (UTM). In addition, he also earned sub-specialist certificate in Global Health Course from Vrije University Amsterdam, Mortality Statistics from Economic and Social Commission for Asia and the Pacific (ESCAP), Environmental Burden of Disease and Cause Specific Mortality Fraction (CSMF) from World Health Organization (WHO).

Mr Mohamad Fuad research interests span on burden of diseases, public health (focuses on oral disease, men’s health, injuries) and mortality statistics. He also been recognized as research methodologist as well as statistician in National Institute of Health (NIH) Malaysia, Ministry of Health Malaysia. He published numerous research work in Q1 journals such as Nature and presented research findings in National and International conferences.
Dedicated to continuous learning and research excellence, Mr Mohamad Fuad is set to complete his PhD in Community Health at Universiti Kebangsaan Malaysia (UKM) by 2025.

Evi Diana Omar is a Research Officer at the Sector of Biostatistics & Data Repository, Office of NIH Manager, National Institutes of Health (NIH), Ministry of Health Malaysia. She holds a Master of Science in Statistics from Universiti Kebangsaan Malaysia (UKM) and a Bachelor’s degree in Statistics from Universiti Teknologi MARA (UiTM), Shah Alam.

She holds a Master of Science in Statistics from Universiti Kebangsaan Malaysia (UKM) and a Bachelor’s degree in Statistics from Universiti Teknologi MARA (UiTM), Shah Alam.
Evi Diana has made significant contributions to national research initiatives in health management, clinical trials, population health studies, biomedical studies, and more. Recognized for her expertise in biostatistics consultation, she supports research teams in areas such as study design, sample size determination, sampling techniques, statistical analysis and the application of statistical software including SPSS, R, and Python. She regularly delivers lectures and workshops on research methodology, protocol writing, and statistical analysis, playing an active role in strengthening research capacity within the Ministry of Health and collaborating institutions.
Currently, Evi Diana is involved in big data analytics, serving as a data analyst on projects utilizing machine learning and advanced statistical methods for clinical risk prediction and health outcomes research. Her recent publications and presentations focus on predictive modelling for acute kidney injury, automated ICD-10 coding and the analysis of health survey data. Her ongoing work continues to support evidence-based, data-driven decision-making within Malaysia’s healthcare system.
